Ecossais de naissance John Buchan était un personnage-clé dans l’opinion publique et le monde politique du début du siècle. Il est également l’auteur de nombreux livres, le plus connu étant le roman d’espionnage The Thirty-Nine Steps dont l’action se déroule à Bradgate (un amalgame des noms des villes ‘Broadstairs’ et ‘Margate’). L’auteur écrit ce roman passionant alors qu’il est lui-même convalescent à Broadstairs. Le roman reflète brillament l’époque tendue d’avant-guerre et connaît un succès immédiat, étant d’actualité pour de nombreux lecteurs, spectateurs inquiets des relations internationales incertaines.
Le héros du roman, Hannay, tente d’empêcher des espions allemands de retourner en Allemagne. Pour ceci faire, il doit interpreter leur code secret qui correspond à leur lieu de départ – une plage avec un escalier trente-neuf marches où la marée haute du 15 juin a lieu à 22h17. A la suite de raisonnements subtils, Hannay arrive à identifier le lieu comme 'the Ruff', qui correspond au 'North Foreland' actuel, où il existe encore quelques grandes maisons ayant accès à la plage par un escalier privé.
